Federal contracts are supposed to abide by the “Buy American Act” but there are some huge loopholes. <BR/><BR/>How much of the $6 billion from Japan and the $4 billion being talked about as a congressional allocation will actually benefit the non military residents of Guam? Well, maybe the roads will be brought up to DOT standards but I can’t think of much else. The additional $42 million in tax revenue will be squandered by the corrupt government of Guam. I imagine more food stamps will be available. The island still won’t be able to feed itself. The public school system will still be a nightmare, as the Marines will build their own schools.
