Just like in Texas with the Katrina evacuees, most Texans treated them with abrasiveness and hostility. Even though the military personnel are of similar minds with the people on Guam, history has shown that the situation is like playing with fire, someone is bound to get hurt. I think the only solution to that would be to downsize the amount allocating to Guam. Is it for the people to decide or do we not have a say in the matter? I know when it comes to politics many cringe at the very mention of the word.
